It is a problem inside the governor. AS noted they fail by not allowing engine speed to increase. They may allow apparent action when the engine is not running, but a broken spring end, or worn through spring attachments are possible. Taking it apart,is needed. Getting a different used one might be easiest. Jim
 
If the throttle rod from the governor moves as it should with the tractor off, move the hand lever at the operators station to wide open. Then grab the throttle rod from the governor with your hand. It should be very difficult to move it toward idle. If it is pretty easy to do it, it is the governor. Jim
