International 674 issues

I have been using a borrowed International 674 for hay production this year, and a new problem has surfaced. The last 2 days it has been unable to maintain PTO speed after it gets hot. It always requires ether to start, and idles and runs OK up to 1500 RPM, but at higher speeds it is now running at max throttle and can't get over around 1800 RPM. Exhaust is slightly smoky and stinks (burns the eyes) as well. I have only been checking fluids and tires, so does this suggest some other issue? What should I be looking for?
 
I am assuming this is a diesel.
First check the air filter.It is under the hood can be accessed through the lid on top of the hood over the battery. Then check fuel filters. When were they last changed. Shortage of fuel will limit engine speed and cause hard starting. Lack of air will cause smoking conditions. Also if you pull the fuel lever up only to just above the stop position it will start easier with the throttle in the idle position. Then pull fuel lever the rest of the way up after it starts. Might also take the grill out to make sure the intake is not plugged in the front section by the radiator. There are 2 thumb latches you push in then turn them to release them tip it forward some then lift it out. There should be a plastic duct at the top for the engine air intake to the air cleaner.
You should not need ether to start that tractor in summer conditions in most of the 48 states.
 
I agree with the other guy and the air filter. I know a guy who has a Ford 4600 diesel and it started smoking on him and the exhaust was smelling like diesel so I check his air filters and both where so bad that when I dropped them on the floor they left a big pile of dust. Changed the filters and the black smoke and diesel smell went away. Clogged filters can cause over fueling and black exhaust and lack of power
 
Hi, as others have said Air and Fuel filters and also on those models junk can collect in the bottom of the fuel tank restricting fuel flow but the usual symptom is loosing RPM under load or surging RPM. RPM will drop under load then the governor will kick in and then the engine will surge above original RPM.
Also when you have the grill off clean all the dirt out of the hydraulic oil cooler and Rad. The Rad is easier cleaned with air gun from rear side.

See attach photo of Bosch injection pump, the START position is when the STOP/START/RUN lever is just touching the Shut Off plunger. The RUN position is with the lever all the way forward against the adjustment screw.
