Farmall 400 governor has slack?

The governor operates properly as far as idling and throttling up but for the first 3” or so of the throttle handle it doesn’t do anything until after and then it will start throttling up. I took the cover off the side and the spring is not stretched and I see the 2 adjustment screws and the screw on the throttle linkage. The arm that the spring connects to doesn’t start actually pulling on the other arm until you get past that 3” of play. The high idle stop screw goes almost against its stop and the tractor does idle all he way down. What do I need to adjust to take up the slack so there is tention on the spring?
 
To do the adjustment you pretty much need the I-T manual or other such manual since it is almost a page long as to have the do it.
 
Parts numbers 14 and 15 in the diagram I supplied can be adjusted to a degree. Over time the linkage gets twisted and looses its location. The main
connecting rod is too thin. The second issue is that the throttle when new started working when it was 1/4 of the way down from full idle. The key is
to make sure the governor control lever (back side of governor) is fully to its max open position when the hand lever is on its last (high speed) notch.
Putting a bend in part 15 can also shorten the linkage if the adjustment is all used up. I have twisted the primary shaft CCW by holding the bottom end
of it with a vice grip, and turning the hand throttle lever from full open to Idle. This is the last resort. Jim
