H Governor issues

Just rebuilt the carb n my 41 Farmall H. When re-installed I can not get it to throttle down. Wants to run full throttle always! Looked at the pin when I took off the breather cap and the pin is loose on full throttle but can not seem to get it down. should I take the lock nut off and turn down the clevis to get it to idle? Have rebuilt carbs on H's before but never had this issue. Need some expert advise. Thanks
 
It sounds like the throttle crank at the carb is not aligned with the governor shaft. The tang of the carb throttle must go in the opening of the governor output or you can experience what you are experiencing.
 
As560 said you have the carb to governor hooked up wrong which is easy to do. There is a small slot that the carb to governor linkage fits in and if you do not have it in that slot you have no throttle control. BTDT so I know how easy it is to get it on wrong. Even then as per the book there is a long paragraph as to how to set the governor to carb so they can work right together
 
In case you need photos... Here it is. The rod that comes through the tube that bolts to the carb has a small 'tang' or 'tab' on it that needs to be aligned with the notch in the carburetor throttle shaft. You can see what I am talking about in these two photos. It is very common to misalign these two, causing in only an idle, or a full throttle running engine.
