Farmall 656 injection pump stuck

I have a new to us farmall 656 diesel. The tractor starts up fine and doesn"t smoke, but the engine speed stays the same no matter the throttle position. I also have to stall it to shut it off, it won"t shut off when the throttle is in the off position.
Any input would be appreciated. Thanks
 
Metering valve that turns fuel on-off by the governor link is stuck, and/or the retainer ring is failing as most do over time. Broken parts can get in and around the valve link and cause trouble, keeping the governor from working right.
 
When diesel tech says a ..retainer ring... is breaking that does not mean the end of the world for your tractor. It is a flexible plastic ring in the pump originally designed to be a shock absorber of sorts. So the pieces breaking off and lodging in the pump mechanism are actually plastic. It can break down into particles so small it looks like coffee grounds. The YT thread I?m attaching from 2009 shows the ring by itself. However, the other photos in the thread have been goofed up somehow since 2009 and do not show the correct image. I have replaced these rings before in these pumps but it is not a job for a novice so a rebuild of your pump by a pro is probably required. Do some searches on ..Rosamaster govenor ring.. and you?ll learn more.
