Where do I add hydrolic fluid at, for the steering I think the previous owner used the cultivator hydrolics to run the power steering the center lever on the right side seems to engage the power steering but you have tie off the lever all the way ford or hold it forward when driving for the power steering to work very awkward to drive that way, unless you tie it forward all the time.
 
The reservoir is the base of the "console" underneath the dash panel. You will find a fill port on one side near the hood tin.

If it works at all, though, fluid is not your problem.

Power steering on these works one of two ways:
1. A separate power steering pump belt driven off the front of the engine.
2. A priority valve that taps pressure off the tractor's main hydraulics.

Well, I guess there's a third possibility:
3. An unpredictable hodgepodge of hydraulic plumbing that was installed by a previous owner.

Since it works when you push the lever forward, it's either #2 or #3.

If it is connected properly, your priority valve is not working. Pushing ANY hydraulic lever forward OR pulling it back should make the hydraulics work in this case.

There is the distinct possibility that the power steering is cobbled up to run off the 2nd remote. You would need to follow the hoses from the power steering unit and find out where they go. Pictures would also help.
 
The priority valve is not working. It is located in the Safety and regulator block of the control stack under the right side of the dash. the reason it works when you move a valve is that that action dead heads (puts the system on demand, and has oil directed to a closed fitting raising pressure in the system and making the steering work.
