gmc, You might try loosening the 2 screws where the throttle shaft tube connects to
the carb and remove the 2 flange screws on the vertical housing. Slide the flanges
away from the housing and tighten the screws at the carb. The tube should not be
tight against the opening in the housing. If there is a problem , you'll need to
clearance the hole so there is no binding. Do you have an aftermarket manifold? Have
you replaced your horizontal throttle shaft? Just a couple things that may contribute
to the problem. Bob
 
i never replaced the horizontal shaft, it still looks good , no after market manifold, i loosened all the screws you talked about , everything is fine and rotating freely. carb is rebulit , tangs all line up, the tractor im working on is a w4, maybe all the internal parts of the governor are worn out , they appear to still be good.
 

Looks like you'll have to thread the rod about 4 more turns. Take the 2 bolts out at
the base of linkage housing. Turn and lift off. Remove throttle shaft assembly if
it/s in the way. Good idea to put a rag over the gov. to keep metal out of the
engine. Remove jam nut and clevis. Thread with a 1/4-28 die. Reassemble and adjust.
Sounds complicated, but really not that bad. Hope this helps. Bob
 
---UPDATE---, i toke the throttle shaft connecting rod out of the governor, i used a 1/4-28 die and added about 1" of threads to the rod, now the pin moves freely at wide open throttle, added a new governor spring , put it all back together , took about and hour, runs great , maintains speed when under a load , hope this fix helps someone else.
