Farmall H Governor adjustment problems

I am working on a farmall h governor. The tractor runs fine but someone had been in the governor and cobbled it up. It had the wrong spring in it so I put a c-173 in it from tsc. My problem is when I put the hand throttle wide open to adjust the push rod pin clevis I am out of adjustment. I have the clevis threaded all the way down and it is still too long. Am I doing something wrong?
 
You might try loosening the two screws on the flange where the throttle shaft
enters the linkage housing and see if that lets the shaft come up any. Are you
holding the lever as high as it goes? Possibly you have an after market manifold or
the head has been surfaced enough to make a difference. Bob
 
I bet somebody forgot to install the heavy flat washer part #45653D that goes between the finger on the weights and the brass thrust sleeve.
 
Did you have the tube off that goes over to the carb? The tang on the shaft going over to the carb must be between the two tangs on the carb throttle plate shaft.
 
my problem is i run out of adjusting threads on my throttle shaft connecting rod, so the pin does not go in , its off about an 1/8 from the holes, the tang is in the groove at the carb, the butterfly's are in right and working, any cures for this problem?
