---UPDATE---, i toke the throttle shaft connecting rod out of the governor, i used a 1/4-28 die and added about 1" of threads to the rod, now the pin moves freely at wide open throttle, added a new governor spring , put it all back together , took about and hour, runs great , maintains speed when under a load , hope this fix helps someone else.

i never replaced the horizontal shaft, it still looks good , no after market manifold, i loosened all the screws you talked about , everything is fine and rotating freely. carb is rebulit , tangs all line up, the tractor im working on is a w4, maybe all the internal parts of the governor are worn out , they appear to still be good.

Looks like you'll have to thread the rod about 4 more turns. Take the 2 bolts out at the base of linkage housing. Turn and lift off. Remove throttle shaft assembly if it/s in the way. Good idea to put a rag over the gov. to keep metal out of the engine. Remove jam nut and clevis. Thread with a 1/4-28 die. Reassemble and adjust. Sounds complicated, but really not that bad.
