H distributor

Could be anything from the distributor 'drive',to broken timing gears. Pull the distributor and see if the drive lugs are turning,if not,pull the dist. drive Keep digging,you will find it.
 
If it's an IH "battery ignition unit" the odds are that the teeth on the distributor gear and the teeth on the little "pinion" that drives it have badly rusted and fretted and stripped 'cause few owners ever clean the old grease and moisture out of there and replace it with fresh grease.
 
My guess would be the two drive gears are wore out. They are available from just about anyone who sell tractor parts.

You do have an IHC distributor and not a Delco or a prestolite?
 
I've have an M and an A that broke teeth out of the timing gears. It stopped turning the distributor on the A, but it started as a slight knocking of the engine. As I was trying to pin point where it was coming from, the engine died and wouldn't start back. I realized the distributor was no longer turning and pulled it out and the governor gear had become damaged by the broken teeth on the other gears.
I had to end up replacing the cam gear, governor gear, and crank gear.
On the M it was just the cam gear that had broken teeth and required replacing. Neither of these tractors had live hydraulic pumps.
