IH 424 carb/choke adjustment

I have an issue starting my tractor. If I choke it, the tractor floods carb (gas begins leaking out). To start it I don't choke
it and put throttle all the way down. It fires up right away.

So: 1. I know I don't have something set correctly.

2. Any suggestions on how or what I need to adjust?

In warm weather you may not need to choke it

In warm weather, even mildly cool weather, I never use the choke on my Hs or my M.
