7140 electrical issues

I have a 7140 I am working on. The fuse for the cab roof lights blows quickly and the mfwd fuse was blown someone had 20 amp in the 7.5 and the a selonoid behind the lower fuel tank started smoking. What does this selonoid do?

So I have radio but no blower. When you put the fan on high the recirculation fan kicks on. I disconnected the two wire plugs going up the cab post and I can still here the breaker poping and resetting when I turn the light switch. So I don't think it's in the wires above the plugs. I have the dash apart and I am not seeing bad wires. TIA
