M - Belt Pulley and Rear Cover Removal

I am pulling the rear cover and the belt drive is still attached because it appears there are two bolts driven from underneath (I am not sure why) into the belt drive housing. Has anyone ever seen this and does that mean the cover has to come off with it in order to get to the bolts?
 
I think it from the parts catalog those are just dowels protruding through? So it is just the big bolts on top holding the housing on there. Will give it a shot tonight, also anyone kwon a good way to get the cover off, all the bolts are off and it doesn't look like it is going to want to budge...
 
On the belt pulley the 2 bolts you are referring to are just dowels, don't have to be removed to remove it.
 
Use a sharp wood chisel and gently tap all the way around that should work, then stick a sawzall blade or two in here and there to save your progress. Hopefully theres a gasket that makes more room. Dont hit with hammer under brake pedal area. I heard that can bust off. This worked for me, but i only have done once
 
Done, at first I was really worried when I got the pulley off (quite a bit of rust) but it scrubbed off mostly. There are two missing teeth I can see. One is on the largest gear on the lower assembly and the other is a bite out of a tooth on the small gear that drives it.
