Rusty gas tank 300 utility

Need to know the best way to clean and prevent further rust problems in my gas tank on my International 300 utility tractor. It has the splash tube in the tank which makes it hard to work with. Thank you.

Hey D we need to get together here- I have the same issue but I did my leaf blower gas tank last fall and just filled it with CO2 from my mig welder tank and used a shaft drive from my grinder with a Dremel cutoff wheel on it. Be really careful to keep a slow flow of CO2 going so it doesn't blow on you! Right now im having trouble getting the darned tank off without taking anything fragile off.
