International B414 pto problems

hello everybody I am new here and the Tractor I have is new to me as well.

The Tractor is a 1963 International B414 when I purchased it came with a 6 foot Woods finish mower. The tractor seems to run great I have 3 issues with the tractor

1.) Needs Brakes ( I think from what I have read that seems pretty straight forward)

2.) the high low selector does not fully engage into high gear the tractor will move in high gear but is easily knocked out. I don't do a lot in high gear so that will have to be the next project.

3.) this is the most important to me at this point, as I am mowing if the grass is just slightly higher or thicker the mower will bog down and from my observation the PTO shaft slows as well and actually will cause the tractor to die if I do not get stopped and the mower raised in time.

It also does this with the brush hog Someone suggested the governor and another suggestion to the PTO cluch. anybody have any good ideas?

You do NOT have a PTO clutch problem, if you did, it would slip and smoke and stink nd NOT bog the engine down.

ASSUMING you are not asking it to to more than can be expected of a little 35 PTO HP tractor, you might start by making sure the air cleaner is clean internally and there's no restrictions to air flow, and that there is an adequate flow of fuel to the engine (any screens are clean and filter has been replaced if diesel).

If a gas engine, has it had a tuneup lately, are sparkplugs in good condition, point gap and timing correct, and no misfiring issues?

Governor issues could apply to either gas or diesel, although they are totally different systems.

If diesel, and it lacks power or runs rough, there could be injector or injection pump issues in addition to any basic problems that could be common to gas or diesel, like poor ring sealing, or valve adjustment or leaking valves.
 

Thanks for the quick response

It is a Gas Model recent tune up within last two weeks I have wondered about it getting enough gas as well , it will pull a plow or box blade without bogging down.
