Farmall M tank liner

I have just purchased an M farmall that has been sitting for a few years. I have had the fuel tank sitting with carburetor cleaner for a couple of days but it appears that the tank is not only loaded with black goo from old gas but it has quite a bit of rust. I cannot decide how to go about cleaning the rust and if I should install a liner product. I have been thinking about using vinegar to clean the rust and using one of the pour in liners. I have read a few different reviews and was just wanting some practical advice about what to use to remove the rust and should I line the tank. Here is a photo looking down into the tank.

Take 5 bucks and go to the car wash. wash the crap out it.get it good and hot.Let it thoroughly dry.I've used 'Red Coat' liner with good results
 
80% active vinegar will clean it good too,but that tank is heavy, to put that Kream or Red Kota or whatever you use for a liner in there, It 's going to take two people to man handle that tank, if there as weak as i am.
 
I had a 1950 ford car that had that black goo in it. It is from old gas drying up and leaving a tar like substance. I took mine to a shop with a
Hotsy pressure washer and it cleaned up well.
 

Rust can be removed with muriatic acid. The black goo will go away with E-85. I would put some E-85 in the tank and let it set for a day or two, slosh it around and drain it. If there IS rust after that, try the acid. Once the tank is clean, there is no need for any kind of liner.
