There are no bleeder on that pump. Take the fuel hose coming from filters off at the pump. You should get a strong flow and hook it back up with fuel running to keep dirt and air out. I don't know if this tractor ran before you changed filters so that kind of puts me in a bind to trouble shoot it. If it did not run, you most likely have stuck plungers in pump. If it did run and you were doing normal maintenance filter changing, well, now you have air inside the pump and that is hard to get out. You would need to remove the lines at the injection nozzles. Not just loosen them, at least take off three or four. After considerable cranking with throttle fully open, and of course, shut off in run positon, crank until you get a good spurt from each pipe. Don't crank for more than about 15 seconds with out a rest period. If you get no fuel spurting out, well, you can take top off pump to make sure metering valve is moving from shut off to run positon with lever. If it is , you can try an old trick. Hit the solid side of the pump with a plastic hammer. Rubber is too bouncy, hard wood may work. That could jar loose the pumping plungers. Other wise, pump has to come apart. One other think you can try is air pressure while cranking. Direct it into the fuel inlet of pump. DONOT use air if any water in the air so that is a kind of a last resort kind of thing to try as all air has some moisture in it.
