TWO CYLINDERS NOT FIRING 464 IHC

I hope someone can help me out. I have a 464 IHC gas tractor.
#1 and #2 are not firing. They are however getting spark and in the correct order. Our local tractor mechanic and I went through everything twice. When there was any question we replaced the part. It appears as though the cylinders that are not firing are getting some fuel maybe not enough. We have checked the compression and it is good. New plugs, cap, wires, coil, carb overhaul. Rocker arm cover off all seems in order Any help would be much appreciated spring is coming on fast and this tractor has work to do.

Ditto on posting by Eldon below. I spent a bunch of time and replaced parts one time because I thought the distributor was turning the opposite way. felt really dub afterwords
 

I think we are good on the firing order. The manifold leak makes sense. Is there a way to test for a leak?

Pull and inspect manifold, reinstall with new gaskets.
 
Use a propane torch with the air mixing nozzle screwed off to allow pure propane to come out. with the
valve open some (about like a medium flame would be if lit) pass the escaping gas around the manifold
where it attaches to the head. (do this outside) a change in speed indicates a vacuum leak at that
spot. Jim
 
Jim has It, but if you can't get it running that test don't help. Only thing to do it take it off and with pressured air cover ends and blow air in and see if you find a leak all it takes is a little rust hole.
Had a 460 gas with two piece manifold, Could not get one cylinder to fire turned out to be warped manifold had to get it dressed a little to get it to seal up.
 
Think your good on firing order?? Make sure by swapping the #1 and #2 plug wire. If it works problem fixed if it does not then nothing hurt either and then your 100% sure on it.

If that does nothing are the plugs covered with gas which will foul them out if they are in fact firing. Also try moving the plugs from 3 and 4 to 1 and 2 and see if things move with the plugs.
 

The tractor does run so this test using propane sounds like a pretty good first step in figuring out the problem. Oldiron experience with a cylinder not firing because of the intake sounds like it might be my situation. Thanks very much for your help I will let you know what happens.

I just want to tell you that I removed the intake/exhaust manifold on my 464. The manifold was leaking for sure. So thank you very much for the advice. The manifold has two bolt holes that fall between the exhaust and intake ports that have cracked in the center. The ports are intact but I am assuming this is fatal. So I started looking for a new manifold and I have having trouble. Yesterday has the one with the exhaust flange facing up but not mine that has the exhaust and carb flange facing down.
Any thoughts where I might look for that part?
