Looks like the sleeve on shaft between fork and weights may be backwards. Have used bushings and bolts in the fork and spring arm holes. Using a bolt I use a 5/16 tap and don't tap fully so the threads will have a interference fit. After installing a bolt cut of flush on each side of hole. Then drill preferably with a drill press. Then bevel outer edge of holes. Don't think bushings are your problem. Once engine speeds up and tension is on the spring the hole size has little effect. Hole size helps with less lost hand throttle movement from idle to when engine starts speeding up. At risk of disagreeing with another poster, not sure all forks or arms had bushings in holes when built. Now I figure using bolts will last the tractor life for no more than most are used.

thanks slater..i hope those bolts will stay in there i tapped them all the way thru.and used lock tight..do you think they will be ok...i used M7x1.00 thought 5/16 was to big. i guess i could retap an not go all the way.....if problem......dewy

Now you need to radius both sides due to the curvature of the spring . Now i do hope you either loctited that in or peeded it it so it does not fall out . I much prefer bronZe over Steel as less chance if they fall out of taking out the timing gears . Use a larger drill bit to radius both sides . Yes you will have to take the gov. apart to do this .
