switch near battery box

I have the tractor tore down to paint. So I don't know what it does. It looks like a safety switch. It is a slide switch.
 
The wires are only about 8 inches long and they don't go any where. That is why I was asking. I thought may be someone removed a safety switch.
 
I don't know if Cubs had clutch safety switches yet in 1973, but that would be mounted UNDER the deck, and would likely have some evidence of being linked to the clutch pedal.

Since you said "on the floor board" we are assuming you mean ABOVE the deck, where you place your feet.
