It wouldn't hurt to blow out the generator with compressed air.
A quality digital meter (read "FLUKE") likely will read the voltage on your tractor without being confused by electrical "noise" as lesser-quality meters sometimes are. (I have and use a FLUKE 77.) Try it, if it gives a steady reading that's reasonable, most likely it's giving you an accurate reading.
With the battery charged, a running/charging voltage of around 7.4 would be typical.
