I just installed a new t/a and rebuilt mcv with spring kit.
I just realized i left out the plastic check valve and spring
For the steering. How critical is it and where does it go?
Mine was missing when they removed mcv from tractor.
 
If your tractor did not have that plastic check valve and the TA and brakes worked, someone had previously plugged the hole the valve fit into. Some of the aftermarket TA replacements sent a plug with kit and instructions to use it instead of the original plastic check valve.

The reason for the check valves is this. If engine would not run, theoretically you would still be able to steer because the steering hand pump would draw fluid from that port when you turned steering wheel. IH strongly disapproved of plugging that hole with a plug but many tractors are done that way.

The reason they plugged the hole is that check valve was a frequent problem area for leaking regulated MCV pressure so the plug just eliminated a problem area. To sum it up, if you have regulated pressure , TA, Brakes etc work, that hole is plugged . It will not have regulated pressure if that hole is left open.
