Could anyone help me figure out how to get the stripped screw out of my carb. It is the screw on the governor shaft on the inside.

You mean the slot is stripped? or the threads are stripped? the screws that hold the butterfly on the shaft?Probably have to drill it out,but need more info.

I'm guessing it's the screw slot that is stripped? On screws I use my Dremel tool with a diamond cutter. Recut the slot slightly deeper and wider. Then use a socket bit and ratchet.

I have removed many slotted screws using that method.
I think if you use a flex shaft on a Dremel tool. You could reach the screw. Then use a socket bit with a 1/4 drive ratchet. You may need an 1/4 to 3/8 adapter for the socket.

tap on it with a hammer, then put the screwdriver on it and tap on the screwdriver while trying to turn it, unless you have completely destroyed the slot, then do as earlier poster said cut a new slot, then do the hammer thing, usually help get them to pop loose.

You may have not made enough post for your photo to show up, forum feature that keeps indignants from posting unwanted pics here. Or your photo file size is to large. For the screw tap with hammer, then if you can clamp a good curved jaw vise-grips on it ...like brand name made in the USA... stick a husky screwdriver through the jaw to turn. If it don?t work resort to other posted suggestions.
