F-20 throttle question

Just got this '20 running after sitting for 10 years. Took the carb off and cleaned it out twice, with no visible problems. Tractor will start right up but will run at about 3/4 rpm's and can not get it to throttle down or up. Governor issue? Not sure, or should get a rebuild kit for carb and start there again?
 
I do not know that tractor as such but can you grab the gov to carb rod and move it to spped up and or slow down the engine and if you do, do you feel the gov fighting you
 
You can't grab linkage Old on an F20 because it is in closed.

If you go back and read what I said I worded it such that asked a question as to if he could grab the linkage. I know tractors like the M H 300, 350, 400, 450 and a number of other you can not do so but since I have not been around the F series much I was not sure so that is why I sort of worded it as a question when I wrote CAN YOU GRAB
 
sounds like you didn't get the governor linkage tang in the slot of the throttle shaft on the carb. Just take the governor tube loose and double check.
 

Check the fuel primers on top of the valve cover and make sure they are both closed. If not it would be a wide open vacuum leak and caus it to run just like that.
 
If any body is getting bent out of shape it is you I just asked you to notice how I worded it so as to cover my bases as be as correct as I could be with out know the tractor as such
 
That's why I took the carb off 2nd time to check that linkage going into carb. I'm sure it's right now.
 
Actually, if you take the cap off the front end of the carb to governor tube, it exposes the ends of the linkages and you can manipulate them with your fingers.... I just did this on my F20 to troubleshoot the issue I am having of 'jerky' throttle response. Going to disassemble all of mine and clean out all of the tubes, and ensure they are all sludge-free. My symptoms are high idle, then when advancing throttle, it stays at an idle until about 2/3 throttle and takes off suddenly, then full throttle works fine. When returning to an idle, it won't let the linkage fall all the way back down. Could be a weak spring in the governor too?
 
Yea, I've checked all that. Could I unhook throttle tube right at carb. and work the carb by hand to isolate problem ?
