Where can I find a carb kit that does not contain a neoprene needle also need the plug that goes into the bottom of the bowl ??

You will not find a kit with a steel needle valve. Those have been obsoleted. The viton tipped needle valves are SO much better.

I wouldn't buy a kit without a viton tip needle.

The viton tipped needles were developed specifically because the all steel needles wore out too quickly.

The viton tip needle came in IH parts system after the 4 & 560's were introduced in 1958. That larger fuel tank apparently put a bit more pressure on the needle and we had constant dripping carburetors on new tractors. The original viton tips were very good but the ones in last years have been more troublesome. Also, the hole in the seat is questionable on many. Some you can even see with the naked eye that are egg shaped.
