Rim painting

I have new rear tires and tubes for my 1946 Farmall H. What's the best sequence for paint prep, new tire installation, etc.? Since the restoration hasn't started, just do the primer coat and leave the final for last?
 
local ag tire shop has a tire machine for mounting rear tractor tires that only contacts/clamps rims at 4 tiny spots. I'd prime then paint top coat and have a tire shop with a machine like that mount the tire. Cost me $25 each to have new inner tubes and existing rear tires mounted on my Super H. I hauled the rims & tires to the tire shop. Only took 5 minutes for them to roll the tire on. Now 5 yrs later it's impossible to find the 4 tiny marks in the paint.
 
If you talk nice to them and tell them it is for a classic tractor restoration the tire shop I take mine to will wrap the tire irons in a rag to keep from scratching the rims when they put the tire on. That way you only have the four spots on the inside of the rim.
 
I took the rims to my local tire company for removal of the old tires. They just called and said the rims are badly corroded. I haven't gone by to look at them yet, but is it possible to repair? If not, any suggestions about replacement rims?
 

If its an actual rotted spot you can weld in a patch-panel.

If the whole thing is pinholed or thin then its probably time for a new rim.

If its just rusty, electrolysis works well, do either 1/2 or 1/3 of the rim at a time and then rotate it around.

I just used rustoleum, brushed on my rims, where I dinged it with tire irons I just touched it up. My tractors are not for show.
