If I remember correctly, put the touch control lever all the way down so the piston is all the way in. fill the unit until it reaches the top of the plug hole, put the plug back in.

ctually the bottom of the plug hole, tough to fill it to the top with the plug out to fill it. LOL. Once full to that level, put plug in loosely and cycle the lift a few times to get air out and refill if needed. If fluid is getting low, but no visible leakes, the fluid is probably leaking past the o-ring or seal (depending on pump) on the pump shaft into the crankcase.
