Fuel inlet screen H/M

I hate to ask this, but is the fuel inlet screen on an H and probably an M too open at the end? In other words, it looks like this shoule be closed off at the end. Or I suppose it could but up against the end of the drilled passage? Its hard to tell either way from the one I have.

Original fuel inlet screens were closed at the end. Nre replacement screens, even those from Case-IH, seem to ALL be open. I like to pinch them closed and then crimp.
 
If the screen is in good condition, you can leave gasket off and lightly screw fitting in and determine if screen is contacting other end. You will notice a lot of them are bent and twisted from a little too much contact.
