My neighbor has two tractors that have
surging problems. I wonder if anyone has
list of trouble shooting, first thing to
check, second thing, etc. One tractor is a H
the other a super C. Thanks for any replies

Most of the time surging is due to running lean, richen the mixture up a little and try that.

Here is what I do when I run into that.
#1 does choking them hurt or help??
#2 if you can and I know on the H you cannot grab the carb to governor rod and hold it and see if that stops the problem. I have a friend who has a cub that will surge when first started but if you grab the rod for a moment it stops and runs fine the rest of the day
#3 check the air cleaner and make sure there not full of mud and water.
#4 if they have an adjustment screw for the main jet try opening it up and see if you can do so enough to get black smoke and that may stop the surging also. If you get the black smoke turn it back in till the smoke stops
