574 IH Diesel stuck at 3/4 Throttle? Need Help

I have an 574 IH Diesel tractor that is stuck at 3/4 throttle? I don't see any issues with the linkage? Could it be the injector pump causing the problem or the injectors. I can't figure this one out. Tractor still runs good, just using more fuel at 3/4 throttle all the time. I move the throttle lever to less throttle and no change. I move the throttle lever up and it will go to full throttle. Just won't throttle down at all below 3/4 throttle. Any Ideas?
 
Most likely injection pump. The Bosch VA rotary AR, BR, and CR versions are all hydraulically governed, and most repair parts are no longer available. How does the lower lever work, does the engine start-stop OK, or does engine only start with a whiff of ether?
 
I have seen a few break off the pin that turns the spool inside that is how your speed is set. Dont mess around with this pump. Send it off to someone you TRUST. Parts are no longer available and some of the big boys will tell you tuff luck or really bend you over. This pump most likely is repairable, just make sure who you choose has some real experiance with this style of pump and not just the backyard tail gate guy. One mistake may leave this tractor parked for a long time while you hunt up a pump that is getting hard to find. I have done 4 maybe 5 of these in the last year that were just stuck. A cleaning and reseal took care of this issue. Make some calls and I am sure you can find someone who will treat you right. Al
 
Engine starts good. No ether needed even when it's this cold.
I haven't check the lower lever, the guy who owns the tractor said all the linkage looks to be working okay?
I am supposed to look at the tractor next week.

What is the tractor worth in the condition it's In ? The guy told me to make him an offer....

574 IH (1978)
Tractor has a Dual 195 Loader on it.
Tires are decent
Has NO brakes on it.
Throttle is stuck at 3/4 throttle all the time.
What's a fair offer with me not knowing how much the injector pump and brakes will cost to repair.
