The first thing I would do is check the fluid level. If too low it wont work. Stuff leaks everywhere on old tractors. Can be low and not noticed. Start there, post back.
 
If it sits outside and the oil hasn't been changed in a while,there could be ice.Ice crystals glog up a filter/screen real fast.
 
If you are where it is cold, the ice issue might be it. If the tractor is above freezing,(reservoir under the seat) check the level and color. Utilities usually do not loose prime as the reservoir is above the pump. If the pump stops turning all together the distributor will not turn. If a key shears in the pump it can run. Good luck. Jim
 
Thanks . There is fluid in the lines but not really under pressure.
could a key be sheared. that the engine would run but the pump not turning? like you mention.
 
The pressure regulator valve could be stuck open, allowing no pressure to develop. Looking into the fill hole might show fluid motion into the pickup screen if it is pumping but not under pressure. If fluid motion is found, I would go toward the regulator. Not a sheared drive from the pump gear to pump shaft. Jim
