International 454 diesel hydraulic lift problem

Have a problem with an International 454 diesel: the 3 pt hitch will only raise to about drawbar height when the position lever is fully up. Draft lever position makes no difference. Tractor is new to me, but hydraulic oil looks good, and power steering works fine. Have not yet changed hydraulic oil and filter, but doesn't seem like that would be the problem, as the hitch raises at normal speed (it seems) to exactly the same height each time. Any ideas?
 
On my 574 some 30+ years ago, had the same problem - Removed the top cover from the transmission /
rear end to find an adjustment bolt that the locknut had loosened on almost backed out of the
clevis it was in. Big job, fenders, gas tank, etc had to come off - but, for once, no parts bill!
 
A common thing that can cause this behavior (and it's the easiest and cheapest problem you could have that would result in that symptom) is that a little chip of paint or a tiny bit of gasket is blocking the orifice in your unloading valve piston. It's right under the seat and doesn't require major surgery to check.

If that does turn out to be the problem, you immediately want to change the fluid and filter, else if there's another bit of gunk in circulation it will somehow quickly find its way to the same place!
