Super M governor

I've replaced the governor on super M with one that had less wear on the weight pins and spring connection points. My previous governor seemed to work well but I plan to use this one.
Now how do I go about adjusting the stops and linkage on this new one? Can this be done without the tractor running? I'd really like to close this up for good before final coat of paint.

Is there a step by step adjustment? When would I need to adjust linkage at top of engine?

I’ve only worked on the governor to a super a which is very different. I relied on the service manual to “reset” it to factory settings after i rebuilt it. I’d also look for a blue ribbon service manual as well.
 
I've done several super a. This one much different. I was also told it wasn't in the manual. Don't know.
 
When all linkages are in good shape, that top screw should contact housing when throttle is fully forward and bottom one hits housing when throttle pulled for full speed. You adjust rpm's with that bottom one to 1595 rpm's. No real trick to it as you will probably need to adjust the spring loaded throttle rod to obtain either full speed or low speed. Also , note that cross pin in governor fork has a notch in it that is not aligned properly for cover to be installed.
 
Thanks Pete. I'm not sure I know what your talking about governor fork and housing unless your saying the horizontal shaft running to the back of governor needs to be pushed in some. ???

Otherwise, Sounds much simpler than Super A. That means I can adjust it prior to running except for RPM. Wish they had put that adjustment outside the housing.
