Good deal on a Super C... $2000?

Trying to get a sense if this is a good deal.

The asking price is $2000, but it's a couple hours away and I'll have to figure out how to get it here. The details are:

1954 model Super C (Serial 194xxx)
Hasn't been run in 3 years and has sat outside under some trees for 2 years. The owner is elderly and sold his acreage a couple years back after having heart surgery. The tractor was running when parked and the rear tires were nearly new. It has a little flap cap on the exhaust pipe, but I'm concerned about condensation having potentially gotten into the internals. So the current engine condition is unknown.

Needs:
A battery
Carb rebuild after sitting so long
New rear main seal (leaks about a quart every 6 hours during operation)
New front tire
Oil pan gasket
Light switch wiring or resistor (converted to 12v alternator)
Paint (no biggie, this won't be a showpiece)

Includes:
Front and real wheel weights
3 point adapter
2 row cultivator
6 foot International blade
30-inch rear scoop
590inch Woods RM59 finish ower
The working condition of these implements is unknown

Go look at it and if it looks like you want it offer 1600 an d you might get it for maybe 1800. I am not an expert on C's but the implements are worth something.
 
$2000 is too much.

Tractor doesn't run - Don't know anything about engine.
Don't know about hydraulics
Don't know anything about transmisson, clutch, rear end.
Has straight pipe
Electric not done right
sloppy paint job

Too many unknowns. Get it running before thinking about it.
Implements may be worth something. Plow looks like hatchett job.
