IH464 - 3 Point only moves with Draft mid position

I am having a hydraulic issue with the 3-point lift arm...

The lift arms will only move when the draft is in middle position?

I am going to change the hydraulic filter tomorrow (already checked the oil and it looked good, topped it off).

any other ideas? I read of a spring or linkage that could be broken, but I can't for the life of me figure that out.

Hi, on these model of IH tractors draft control lever should be all the way forward unless 3pt equipment like a plow or harrow or disk is being used. After changing the hydraulic filter, if the 3pt goes all the way to the top and will not go down then it is dirt in the unloading valve under the seat. There are connections in the hydraulic housing for the 3pt control lever.
