To do it right the casting should be pre-heated, crack ground out in a "V", welded, then peen the weld to relieve stresses, and cool the casting slowly. Then grind the weld flush. Special high priced Nickle rod should be used. The wheel will have a better chance of cracking again along side the first crack due to excess carbon causing a hard area in the casting.

Or you can buy a replacement casting from any one of the hundreds of tractor salvage yards around the country.
 
My 400 has a welded rear wheel. Looks like it has been like that for a very long time.However,Best to find another wheel.
