Need help value for 350 utility

Our local threshing show raffles a tractor off each year and in the future we will be featuring IH. We are looking at a 350 utility but none of us knows what we should pay for a good 350 U paint looks good but hasn't run for a few years.

Non-running former feedlot loader tractor ($500 - $800 swag) or acreage tractor in good running condition but hasn't been used a lot recently ($1,500 - $2,000+ swag)? Power steering, fast hitch, independent PTO, dual hydraulics, tight steering, good T/A ? The one I ran a little in the early 1970's was a feedlot loader tractor, the steering, pedals and every lever was loose and wiggled side to side when it was traded away about 45 years ago. It still ran OK but used some oil by then.
 
As it is 1500. It is a fine tractor (I am an owner) but the tires make it a lawn mower. My opinion of the value after running and
with Ag tires is 3500 (assuming it runs as good as it looks and the TA is operational. JIm

With Ag tires and it runs as good as it looks , has TA ,all systems work .
I have a 300 U that I restored back to new condition with TA,PS, PTO,F.H. and have many thousands invested
 
Those 350's are a great tractor to use, mine is my favorite.
With ag tires, running, flail mower and a blade i paid 3200
some years ago. This one looks like it also has a newer steering wheel.
