What is this thing?

I've been looking at pics of farmall M's and also the one I'm looking at. And I can't figure out what this thing is on the carb side of the engine. What is it? I suppose it's something I should know I just don't cause I'm new to farmall lol.

Thanks! I thought it'd probably be something common. Now why does it have that plate bolted on? Can that be removed to adjust it then?

r for repairs, there is a shaft in there with a pair of weights that fly in circles and push a rod up and down in the vertical part that then turns a shaft jn the tube that opens and closes the throttle in the carburetor.
 
Because it's a integral part of the motor, got to keep the dirt out, Very seldom you have to go in their to do anything!
 
You can take the plate off and look inside. Shart the engine to watch. But be prepared for a shower of oil. Don't ask how I know that.LOL
 
As others have said that is the governor. I'm attaching a link to the CaseIH online part manual. It
will open to the governor break down. I own an M but have never been able to find the regular M
book on the regular M but the Super is pretty much the same except for a few things, like battery
under the seat. Haven't really checked if maybe a regular M is covered there except serial number
breaks denote the proper parts. If you are much into computers you can see all the parts break
downs for your tractor. It does not work to well on an iPhone but it can be used. If you put in your
closest or preferred IH dealer you can get part prices.
