engine missing. plenty of fire to plugs. cleaned and gapped points. cleaned carb. pulled side pan and adjusted valves. one valve was discovered to not have the valve stem keepers. ?? how did they lose off? if i put new keepers back into place, is this likely to happen again, on the same valve?
any way to replace keepers without removing the head?
 
Figure out which cylinder is missing by pulling plug wires on at a time until the engine doesn't sound any different. Then do a compression check. Or, do the compression check first then isolate which cylinder is missing.
 
No you will need a valve compressor to compress the spring to add the keepers. Where is the "washer" that holds the valve spring it should be there.
 
I ran into a similar loss of valve stem keepers. Turned out the tip of the valve stem below the keeper had broken off. Only fix was to replace the valve.
 
You may be able to replace keepers without removing head if the valve is ok. I have replaced valve seals on car engines by putting air pressure in the cylinder to hold the valve closed. You can get different types of valve spring compressors or use leverage to compress spring. It may be easier and better to remove head to check all the valves and find the lost valve keepers. I had a Ford 292 engine one that lost the keepers on a vale and it dropped into the cylinder and took out the piston too.
 
I would look at the locking groove(s) in the valve. If they are not damaged or extremely worn I would not be afraid of trying new keepers. Make sure the valve is free in the guide. If sticky spray some penetrating oil on it and work it up and down to free it up. For those that don't know, this is a flat head engine, valves are in the block. Sticking valves can cause the keepers to come of in an overhead valve engine, but less likely in a flat head. A compresseion test is in order after you get the spring back on to see if that valve or any others are not sealing.
