Another F-20 question

Just curious as to why this tractor has such small rear tires. Don't know if I've ever seen one like this before. What would such a tractor be used for?

I'm thinking that it got those tires and wheels after farm tractor use
as a cheap alternative to good 36" tires.
 
28 inch tires are not that uncommon. They give you more power for plowing. There is a "Shim" to remove in the steering column to keep the frame level.
 
These appear to be home made cut off wheels, may have started life on a combine or something else. However WC Allis Chalmers wheels will bolt on to F-20 rear hubs. Around here this was a common practice if a 2-M corn picker was mounted on a F-20 to slow ground speed down and make the snapping rolls flatter (less severe angle) to the ground.
 
We have set of them same 24" cutoff wheels for a "Regular" They were always around when I grew up with pretty good tires (Not used-we had 36" tires on cutoffs) and my understanding was that they were for the Corn Picker which the other Poster mentioned. I like that version as for sure they never came off any other tractor or implement. I put them back on a "Regular" since they were available.

Those are steel cut offs with rims welded on. "Home made rubber conversion". If 36 inch rims are used, there has
be an extender added to the front end to level the tractor. Some one probly put shorter rims on to avoid adding
the extender. The rubber wheels on this tractor are probly equivalent to the height of the original steel wheels
that were much shorter than the 36 inch rubber tired wheel. The lower height may of also been required for mounted
equipment.
