Wire on governor cover A and super A

I'm replacing front seal and cleaning up and painting front end of my Super A. I have the governor cover off and am getting ready to degrease and paint it. On the governor cover for my Super A and also on my A, there is a thin braided wire that runs through a hole in the head of one of the adjustment bolts. Any idea what this is for? I don't see anything in parts manual. It looks like it would have secured a tag? I can't see any function it would perform. Interested to hear if I should care about this and curious since it is on both my governors! Thanks.
 
That is a seal installed by IH or the dealer. Threads through the governor screw and the bolt with the hole. As part of it was a lead slug, for lack of better word, that was crimped with a special pliers with IH logo. Was to keep us from tampering.

Make sure the single dot on the crank is meshed with the single dot on the cam. Also the two dots on the cam gear mesh with the two on the gov gear. Seal was installed at factory after the hi-speed rpms were set. Does the input lever have play in the shaft causse now would be a great time to drill out and install a bushing so its movememnt is not sloppy.
 
Thanks for feedback guys. So bottom line is the wire is not functional and I can scrap it, right?
