A governor

I got everything back together on the A,I worked the throttle and I noticed the governor rod didn't advance the carb in sync with the throttle, at about 1/2 throttle the rod was fully advanced, is this jyst an adjustment?

Have you adjusted the throttle rod correct before running the engine. Do you have a manual that tells how to set that rod. With engine off remove the pin on the clevis. Now open the throttle holding the rod so the carb is fully open now adjust the clevis to the pin goes back in.
