10 - 20 McCormick Deering carb questions

My son and I have started to work on my fathers 10-20. It sat since my dad died in 85. Our problem is once we got the motor freed up and ready to run, the tractor will only run if the choke is pull half way on. I cleaned the carb, replaced gaskets, re-sealed the cork float, all the normal stuff. I noticed the needle and seat is the same used on my John Deere GP Ensign. This three part Ensign is a little different from any carb I have worked on. The adjusting of the jets do very little if anything to the running of the tractor. Dad had this tractor in the field plowing all day before he died so I know it ran well. What would make it need the choke pulled to keep it running?
I have a spare carb but the throttle linkage is different. So I used the top two sections of the spare and reassembled a new carb. It is the same if not worse...
ANY ADVICE would be appreciated.
 
Three possible factors strike me. One is the float level could be too low. The second is a still partially plugged main jet or
passage. The third is a vacuum leak at or around the manifold. A lean condition from a vacuum leak can be tested with a propane
torch with the nozzle removed allowing only propane to come out. (do this outside) with the adjustment of the torch modest, use
the out coming propane to find a manifold or gasket leak. as the outlet nears a suction leak the fuel will make it run better.
I believe that if it will run for more than a minute with the choke at 1/2, that the fuel supply to the carb is sufficient. Jim
 
Well I feel very dumb right now :) There are primer pipes that go into the head between the intake valves. My son had the valve train and tappet cover off and did not put them back on yet.. so the primer holes were open to atmosphere. I purchased an original manual for the 10-20 at our tractor show today, and under starting instructions... it made note of the primers. Once we put them back on it runs fine, adjustment was very responsive and ran well. Thanks for your help. I did adjust the float level higher and that should be fine now.
