International 350 PTO seal

Does anyone know what the part number or description of this seal (circled in red) is? My PTO is leaking fluid out the back of the tractor and this seal and the gasket seem to be the culprit. I'm having trouble finding the part.

Gasket is # 66374D at the CIH dealership, seal was # 45702D, replaced by 358812R91, which can be replaced by SKF seal # 13676.

Something doesn't look right about that. I expected to see a clean smooth "land" on the shaft that a lip seal could run on. From way out here it looks like the steel "cup" shouldn't be there. Is that part "torn" from the carrier for a lip seal?

I'm just speculating here having never seen the parts in person.
