Famall C governor question

Got a C I took the carb off to rebuild, in the process the cast governor arm snapped off at the clevis. I have a new one, and attempted to put it on today, but once I got the bolt out, there's not enough clearance between the gov shaft and the water pump housing to get the arm off. Took two long and two short bolts out of the governor, but the governor still wants to bind on the side closest to the crank. It will separate 3/8" or so with light pressure from a screwdriver on the outboard side, but as I work around the top towards the center, it gets tight. CNH parts breakdown is of no help. It's my hope to just slide the gov far enough forward to get the arm off the end of the shaft and install the new one, then slide the gov straight back out into place.
 
Supposed to be 5 bolts holding gov to the block. To remove the housing you willneed to rotate the fan blade enough to let the housing move forward then rotate the housing between fanblades enough to remove from the tractor not easy to do. You could have left housing in place then remove the bolt holding the lever on the shaft. Using a long punch drive the lever off from the dist side. That lever is keyed so be careful installing
 
I've tried removing the lever, I may have to try just a little harder. I didn't think there was room between the end of the shaft and the water pump housing. I have the bolt out of the arm. I took 6 bolts out of governor area, I thought 4 of them were for the governor and two were just from the surrounding area. Sounds like I got the five and one extra I didn't have to get. Still not sure why the gov won't separate. I'll try removing the arm again in the morning prior to going any further with the gov. I have no reason to remove it if I can get the arm changed without doing so.
