1957 Cub Loboy running poorly

I dismantled and painted this tractor several years ago. Mostly it sits in the garage. Has never seen much run time since restoration. I have a job for it now so pulled it out, put fresh gas in, charged up the battery and fired it up. Only known issue with tractor is i am pretty sure the VR is not working. Tractor has running issues as follows:

Started good and sounded really good in beginning. Drove about a quarter mile down farm lane. No real issue. Came to a mild up grade in second gear, engine lugging and was going to stall. Took it out of gear, did not quickly return to full rpms. Finished hill in first gear, did ok. Not much power. Tried on level ground to use 3rd, did not want to do it. Nearly back to shed, in 2nd and on level ground tractor stalled and would not restart. Coil was cool. Restarted a half hour later but stalled pdq and now will not restart. Tractor just does not seem to have much power.

Any suggestions?
 
Fuel is likely the issue. Pull the plug under the carb and use a clean can to catch the gasoline. it should make a pint in 2 minutes or less. If no joy, there is a screen filter at the carb, and one in the sediment bowl, and the inlet to the sediment bowl to the tank could also be plugged up. Flakes of rust can get into the carb and plug up the needle and seat. Jim
 
Something from my notes i forgot. When it stalled the first time, when restarted it sounded a lot like a jd 2 cylinder. Then it suddenly smoothed out. It did this again when i throttled down then up again. This time i saw the governor linkage move when it smoothed out. Just some additional info.
