The key on my distributor drive gear sheared off. The manual says I need to line up the double dots on gear to cam gear. Do I really need to do that as long as I get distributor in right position of number one TDC? I did not pull front cover so kind of hard to see timing marks on gears.

Imo you don't need the dots, that's an assembly-line aid.

If you set #1 piston to "correct TDC" where the rocker arms are "quiet" and not moving, then its just a matter of lining up the distributor pole/rotor with the cap lug that you intend to connect to the #1 spark plug/wire, then all is in place for a successful start.

After that you can tweak the timing (rotate distributor base slightly) to achieve the correct advance.
 
I should add then its 1-3-4-2 to connect the wires after that. I believe the M distributor pole rotates clockwise when viewed as-installed from the driver's seat.
 
The dots are for the cam timing and if you are using a mag those dots will need to be lined up the dist can be timed to the pistons TDC. The mag fires on TDC then goes to 32 deg when engine runs.
