Oil in the intake of a Farmall C air filter

Noticed the vertical intake pipe on my son's Farmall C, when we removed the half sphere rain cap/filter thingy, the inside of the vertical pipe was wet with oil (it had run the day before). I would suspect this should be dry.

What would cause the oil from the oil bath to come all the way to the top of this pipe? Both of us were suprised.

I believe there is supposed to be a coarse steel wool material in that pipe to catch the splash when air comes through. Also the holes in the tube in the cup might be clogged, causing increased turbulence in the oil.
 
How does the tractor run? I notice that many people don't seem to realize that a 4-cylinder Farmall should run smoothly, not sputter and pop and backfire.

Backfiring is what would cause oil to be in the tube under the air cleaner cap.
