Farmall Super A idle problem

Tractor sat for a few years. put a new battery in it, new fuel, and cleaned carb. Tractor started right up, problem is governor will kick in at random times. Could happen at wide open throttle or at low RPM's. Can idle fine then will randomly kick in. No pattern to any of it. Any ideas?

You missed something in the carb when you had it open. Or the gov has a problem. Does choking it hurt or help?? I have a friend who has a cub that does the same thing till it warms up and then it runs just fine

Carb was a little dirty, cleaned out all the jets seemed to be open. What could have been missed. needle looked good. float had very very little travel in it. Maybe that is the way its supposed to be? We adjusted the idle screw and it would only change the surging speed caused by the governor.

When you clean a carb you need to have
4 things to do it right.
#1 a good carb cleaner to soak it in for 24 hours or so
#2 spray carb cleaner to spray it out/off
#3 compressed air to blow it off/out and
#4 the most important things is a small piece of wire or as I use a torch tip cleaner tool to poke out all passage ways
Float setting is also very important so it needs to be set as per the manual of if you used a good carb kit as per the instructions in the kit

As far as the carb is concerned, I just rebuilt mine, a zenith. Got a kit, disassembled and soaked overnight. Cleaned it really good and replaced all that I could. Watching several youtube videos
really helped me so I had a game plan. The float was very small travel too and close to specs so I left it as is. Videos said to put main air mix screw at 1.5 turns and it runs great. Only had to lower
idle some with throttle lever screw. Wasnt without mistakes though. I put the choke flap on wrong and it wouldnt move with the rod lol. So fix it again then it started right up. It ran ok before but
was really hard to start cold. Now I barely have to choke it.

Could be a vacuum leak, as they can really mess up idle mixtures. Check the manifold gaskets for leaks, check the manifold itself
for cracks or warpare which can cause leaks. Did you replace the throttle shaft bushings? If they are badly worn, they can leak
vacuum, as well as not allowing the throttle plate to close correctly constantly. The throttle plate also has to be carefully
aligned in the bore.

I will have to check for vacuum leaks. is the intake the only suspect for a leak? Use carb cleaner to check for a leak?
