IH Little Genius Tail Wheel

How does the tail wheel on a Little Genius plow work. On mine, it seems as though the direction is determined by whether or not the wheels are raised or lowered. I figured it would just pivot freely and move on its own. What is the correct way for it to function?

Doesn't it have a 6-8 inch, horizontial rod that limits the tail wheel function, all the one's i have seen got one!!

The tail wheel on a Little Genius holds the back end of the plow straight when it is in the ground, keeping it in line with the line of draft. It helps to keep the plow pulling in a straight line.
It also is one of the the three points of lift when the plow is out of the ground, carrying the weight of the back end.
